Glencoe Baseball 12B Tourney
JUNE 7th-8th & JUNE 14th-15th
 
Glencoe Baseball will be hosting two 12 B Tournaments.  The first will be held on Saturday, June 7 and Sunday, June 8 and the second on Saturday, June 14 and Sunday, June 15.  The tournaments will be played at Bronco Field in Watts Park (located at the corner of Vernon Ave. and Monroe St. in Glencoe) and each will include four 12 B teams.  Joining Glencoe in the first tournament will be Highland Park, Lincolnwood and the Skokie Indians.  In the second tournament, Glencoe will be joined by a second Highland Park team, Lake Bluff and Lake Forest. 
 
The tournaments will consist of a round robin format; with each team playing against every other team once, with the top two teams playing in a Championship Game.  With this format, every team would play a minimum of three games and two teams would play four games.  We will also hold skill competitions on Saturday and / or Sunday which will be judged by the umpires.  These will include a “Home Run Derby”, an “Around the World” competition, “Willie Mays Plays”, a game of throwing accuracy, and “Road Runner”, a base running race against the clock.  We will supply the baseballs, the umpires (two per game) and will offer concessions (for sale) of hot dogs, soda and Cracker Jack.  The Champion and Second Place Teams will be awarded commemorative T-Shirts in recognition of their success on the field.
 
Games will be 6 innings long with a four inning “slaughter rule”, and will be limited in duration to 1 hour and 45 minutes to keep the tournament moving and to get all of the games completed.  The current plan is that games would start on Saturday at 9:00 am followed by games at 11:00, 1:00 and 3:00.  The Sunday games would be planned to begin at 12 noon followed by games at 2:00 and 4:00 (the Championship Game).

12 B TOURNAMENT RULES
 
 
A.  PLAYING RULES
 
The official rules published by Major League Baseball with the exceptions and the variations contained in the following supplemental rules, shall govern the playing rules.
 
1.    Home teams will be decided by the flip of a coin before each game; EXCEPT for the Championship Game where the team with the best record is the home team.  Home team will occupy the third base dugout, except in cases there the same team plays back to back games, then that team may stay in their same dugout regardless of which team wins the flip.  The home team will be the official scorer for each game.  Tiebreaker rules will apply for best record.
2.    Tie Breakers (in order): (a) Head to head competition; (b) If head to head does not break the tie and for 3-way ties, then fewest runs allowed in all round robin games, so long as an equal number of games are played; (c) Fewest runs allowed against common opponents; and (d) Flip of a coin.
3.    Pre-game warm ups and batting practice on the playing field are not allowed.  Soft toss with baseballs against any fence is not allowed.
4.    Each team is required to have copies of birth certificates for all players and evidence of valid insurance for their team available during the tournament.
 
B.  TEAMS
 
1.    Team roster may include any combination of age groups provided they are no older than 12 years old as of May 1st of the current year.  The team roster must be turned in before Game One.  No changes will be allowed.  A team found using an ineligible player will forfeit all games the ineligible player played in.  A forfeit score of 6 – 0 will be recorded.
2.    Roster may include a maximum of fifteen (15) players.  Awards for the Tournament Champion and Runner-Up will be given to fifteen (15) players per team.
 
C.  TOURNAMENT RULES
 
1.    Bronco rules shall apply for this event for twelve (12) year olds.
 
D.  EQUIPMENT
 
1.    Metal spikes are NOT allowed.
2.    Bats – If you can swing it, you can bring it.
3.    All male players must wear protective cups and appropriate baseball attire.
4.    The wearing of protective headgear - - i.e. batting helmets - - is mandatory for the batter, on-deck batter, base runners, youth base coaches, and catcher’s helmet/mask for catchers and anyone who is warming up a pitcher or a prospective pitcher.
 
E.  PITCHING RULES
 
1.    The following pitching rules shall apply regardless of whether any game or games goes into extra innings.
2.    Pitchers shall not be allowed to pitch more than three (3) innings per game.
3.    NO PITCHER WILL BE ALLOWED TO PITCH MORE THAN 10 INNINGS DURING THE ENTIRE TOURNAMENT.
4.    As soon as a pitcher delivers one pitch to a batter, the pitcher shall be charged with one inning of work.
5.    Pitchers withdrawn shall not be permitted to return to the mound as a pitcher in the same game.
6.    If a relief pitcher comes in “cold”, he / she shall be allowed eight (8) pitches to warm up.
7.    Dropped third strike rule will be in effect.
8.    The umpire shall issue one (1) balk warning per pitcher prior to calling a balk on such team.  The ball is immediately dead on a balk or balk warning call.
9.    Intentionally walking a batter can be done by telling the home plate umpire.
 
F.  PLAYING FIELDS
 
1.    Pitching distance shall be 48 feet from the front of the rubber to the back of home plate.  Basses shall be 70 feet apart.
2.    Only one coach will be permitted outside the dugout when their team is in the field.
3.    Specific field Ground Rules for Bronco Field shall be addressed pre-game with the umpires.  These include: (1) a batted ball to right field striking any part of a tree in fair territory shall be ruled dead and the batter will be awarded a double.  Base runners shall advance two bases from the base they occupied before the pitch was thrown.  (2) A batted ball landing in fair territory in left field and then ricocheting foul to the left of the tennis courts shall be ruled dead and the batter will be awarded a double.  Base runners shall advance two bases from the base they occupied before the pitch was thrown.
 
G.  LENGTH OF GAMES
 
1.    Except as otherwise provided under this Rule G.5. and G.6., regulation games shall be six (6) innings.  Each game will have a time limit of one (1) hour and forty-five (45) minutes from the first pitch.  No new inning will start after the 1 hour and 45 minutes have elapsed.  The tournament director or umpire may suspend or end a game in progress due to darkness, inclement weather, field conditions, etc.
2.    If a game is called for any reason AFTER four (4) innings, (or 3.5 innings if the home team is ahead), it shall be considered an official game.
3.    Except for time limit, if a game is called for any reason BEFORE the completion of four (4) innings (or 3.5 if the home team is leading), it shall be considered a suspended game to be resumed from the point of the curtailment at a time scheduled by the tournament director.
a.    Pitching stats and substitution rules shall apply toward the game.
b.    If a team cannot field the same players who were in the original game at the point of suspension, another player may re-enter the game.  Players attending the suspended game who were not at the original game will be added to the bottom of the batting order.
4.    When a game is tied at the end of regulation AND the time limit has not expired, the following Speed Up Rule will be used as follows:
a.    Each team will be given one time at bat with a man on Second Base and ONE out.
b.    The batting order will remain the same as when the game ended and the last man out the previous inning will be the runner on Second Base EVEN IF he / she is the catcher.
c.    Visitors bat first in the extra inning and the Home Team bats last.
d.    If the score remains tied at the end of the one extra inning, the game will be declared a tie and, if necessary, tie breaker rules will apply.
5.    If a team is leading its opponent by at least ten (10) runs after four (4) innings have been played, or if the home team leads after three and one half (3.5) innings by 10 runs, that team shall be declared the winner.  (This is the Mercy Rule)
6.    For the Championship Game ONLY, the game will be played to completion with extra innings (non-speed up), if necessary, and with no time limit, unless otherwise specified before the first pitch of that game.  The Mercy Rule applies to the Championship Game.
 
H.  AVOIDANCE OF CONTACT RULE
 
1.    Runners must make an effort to avoid contact.  If in the umpire’s sole judgment, the runner doesn’t make an effort to avoid unnecessary contact, the runner is called out and may be ejected from the game.
2.    Any defensive player who does not have possession of the ball shall not impede the progress of the offensive player as he / she runs to the base.  Any defensive player who “fake” tags and causes the offensive player to slide will be ejected from the game.
 
I.  SUBSTITUTIONS
 
1.    There shall be free substitution of players and all players dressed and in the dugout at the start of the game shall bat, EXCEPT once a pitcher has been removed from the line-up he cannot re-enter the game as a pitcher.
2.    A courtesy runner must be used for the catcher of record when there are two (2) outs.  Prior to two (2) outs, the courtesy runner is optional.  The runner must be the player who made the last batted out.
3.    Late arriving players will be entered at the end of the batting order.
4.    A team must have eight (8) rostered players present in team uniform to start the game.
5.    A team failing to field at least eight (8) uniformed and rostered players at game time shall forfeit the game.  The final score will be recorded at 6-0.
6.    The ninth (9th) position in the batting order will be an automatic out each time the ninth (9th) “batter” comes up, in the event a team only fields eight (8) uniformed rostered players.
 
J.  PROTEST AND PENALTIES
 
1.    An umpire’s judgment SHALL NOT be questioned.  There will be one warning per team, and then an ejection will follow.
2.    Any challenge to a player’s eligibility must be made before the game.
3.    If a player is ejected from a game by an umpire, that player must also miss the next game and may not be in the dugout during either game for any reason.
4.    If a parent or coach is ejected, his / her son / daughter player on the team, or if no child on the team the pitcher of that inning, MUST also leave the game.
5.    No game may be protested due to any judgment call made by the umpire or rules interpretation.  
 
K.  MISCELLANEOUS
 
1.    Once the tournament has started there will be no refunds because of bad weather.
2.    The Tournament Director reserves the right to change the format of the tournament in case of bad weather.
3.    The Glencoe Baseball Association and any and all affiliates to this tournament are not responsible for injuries occurring during the tournament.  Participating teams are required to provide evidence of valid insurance for their team.

SKILLS COMPETITION RULES

WILLIE MAYS PLAYS
 
One player from each team gets 3 throws from the center field area, approximately 125 feet, to home plate.
Each throw will receive a score from 1 – 10 based upon accuracy and distance.  Highest TOTAL SCORE wins.  In case of a tie, we will have a one throw “playoff”.
 
SULTAN OF SWAT
 
One player from each team gets five swings.  The batter may choose the coach who will throw from behind an “L” screen set at any distance to home plate.  The player with the most Home Runs wins.  In the case of a tie, the player that comes closest to a Home Run wins (as measured by distance to the fence).
 
AROUND THE WORLD
 
Nine players will compete from each team in this timed contest. Each base must be tagged. Players may tag the base with the glove or any part of the body.
 
The PITCHER throws the baseball from the pitchers’ rubber to the CATCHER.  The team's time begins when the PITCHER releases the baseball.   The CATCHER must tag home plate and then throw the ball to the THIRD BASEMAN tagging third base.  The THIRD BASEMAN must throw the ball to the SECOND BASEMAN tagging second base.  The SECOND BASEMAN must throw the ball to the FIRST BASEMAN tagging first base.  The FIRST BASEMAN must throw the ball to the CATCHER tagging home plate.  The CATCHER must throw the ball to the SHORTSTOP tagging second base. THE SHORTSTOP must throw the ball to the RIGHT FIELDER tagging the outfield spot in right field and throwing the ball to the SECOND BASEMAN tagging second base.  
THE SECOND BASEMAN must throw the ball to the CENTER FIELDER who must tag the outfield spot in center field and throw the ball to the THIRD BASEMAN tagging third base.  THE THIRD BASEMAN must throw the ball to the LEFT FIELDER who must tag the outfield spot in left field and throw the ball to the CATCHER covering home plate.  The team's time ends when the CATCHER tags home plate.
 
                                      
A five second penalty will be assessed for each umpire-assisted overthrow and each missed base including home plate.
 
ROAD RUNNER
 
One player from each team is timed running the bases from home to home. EACH MISSED BASE WILL RESULT IN A 5 SECOND PENALTY.
